The Report of the Global Commission on HIV and the Law (GCHL) (2012) and Supplementary Report (2018) recognise that the legal context has a crucial role in the well-being of people affected by HIV and AIDS. Good laws, equipped with the necessary resources and implemented rigorously, facilitate access to prevention and health care services, improve the quality of treatment and reinforce social assistance to people affected by the epidemic, thus ensuring the protection of human rights of those affected while maximizing investments in public health.
