Angola with Public Policy and Local Governance Research Center

Luanda, 7 September 2009 - A Research Center for Public Policies and Local Governance was launched in Luanda on September 7, through a joint initiative by UNDP Angola and the Law Faculty of Agostinho Neto University (FDUAN), in partnership with the Portuguese Embassy.

The ceremony included the signing of a Memorandum between UNDP Angola and FDUAN, whose objective is to establish a platform for Institutional Cooperation, based on the establishment and promotion of a Center for Local Governance Studies (Center by Excellence) in Luanda, as a Research Pole in Kwanza Norte province; development of course initiatives in the area of Governance with focus on issues related to Decentralization, Local Governance and Municipal Finance, among other areas.

 

The Memorandum, signed by the FDUAN Dean, Professor José Octávio Van Dunem and UNDP Angola Director, Miss Gita H. Welch, on behalf of the two institutions respectively, indicates that the signatory parties are to elaborate an indicative plan, within their respective areas of intervention, to be annexed to the agreement, to include the areas of collaboration, their description and objectives, implementing agent, available resources, among other relevant information.

The Memorandum further indicates that UNDP Angola would support the FDUAN, by participating in the elaboration, approval, implementation, monitoring of projects, as well as in the provision of respective financial and material assistance, and that FDUAN students and lecturers may be invited to integrate the monitoring/evaluation teams of UNDP-funded projects, and whenever necessary, UNDP would rely on FDUAN services in different areas of interest.

 

The launching of the Public Policy and Local Governance Research Center, has been considered as a cumulative, long-standing tradition and experience of the Law Faculty, which most recently completed 30 years of academic existence by excellence, as well as a catalyzing agent to mobilize and build structures that would promote the effectiveness of local governance, given that the project involves both national and international partners.

The Research Center for Public Policies and Local Governance is a pilot experience in Angola, aimed to contribute to the learning process and transfer of knowledge-based practices, evidence- based policy, and experience-based initiatives from 15 municipalities.

Among other expected results, the Center is to:

  • Generate suitable methods, good local governance systems and principles, including the capacity building of local communities and the civil society to respond to local needs and demand, as well as to promote local debate around development policies,
  • Contribute to efforts aimed at poverty eradication through the creation of applicable research system in the areas of Local Governance, Public Service, Traditional Power, Participation of citizen, Gender and Development, as well as to best public practices,
  • Respond to inherent challenges to development of innovation capacity, through the systemization of best practices and capacity building in terms of generating policy, regulation, technical knowledge to assist to the needs of the local government,
  • Enhance the ongoing actions and serve as a basis for knowledge and best practices, as well as to promote Local Governance Practices, in order to boost the effectiveness of governance and management of capacities, transparency, and poverty reduction strategy,
  • Facilitate the access of a range of options for knowledge and capacity development, in order to strengthen inherent capacities to public policies and Local Governance, within a more global framework, centered in the improvement of local fund raising in a participatory and inclusive manner.
