Joint UNDP-MINFAMU-MAT-MINFIN Mission shares experience with Mozambique on Decentralization and Local Governance Maputo, 10 June 2009 - A multi-sector team made up of delegates from UNDP Angola, the Ministries of Family and Promotion of Women (MINFAMU), Territory Administration (MAT) and Finance (MINFIN), led by the MINFAMU Minister, Mrs. Genoveva Lino, visited the Republic of Mozambique from June 01 to 07, 2009, to exchange experience on issues related to Decentralization, with focus on Gender policy and mechanisms for women's participation in the Local Governance.
The group visited in the provinces of Maputo and Nampula, practical experiences in the promotion of income generating activities through associative models of Local Development forums and Small & Medium-scale companies. According to the MINFAMU Minister, that was an opportunity to share experiences in Gender and Decentralization, Gender integration into the participatory planning and budgeting process, as well as in the basis of Inclusive Local Development. According to Mr. Jacob Massuanganhe, who led the UNDP delegation, the mission served as a platform for the exchange of experience and best practices in the areas of Public Administration, Public Resources Management, Decentralization, aimed at boosting Local Development programs and projects, through the active participation of local actors.
The mission also attended the National Conference on Public Administration, held in Maputo during the period in reference and oriented by the President of Mozambique, Mr. Emílio Guebuza under the slogan “For a Citizen-centered Public Administration”. He stressed the progress reported within the framework of Public Sector reform, with focus on Decentralization and Local Governance, which empowers local organs to answer the local needs and turn the municipality into a development pole to play its role as a budget unit. Within the framework of Decentralization and Local Governance process, the Government of Angola has been implementing the Decentralization and Local Governance Project with UNDP´s support, in partnership with the British Department for International Development (DFID) and the Spanish Cooperation, whose main objective is to strengthen the capacity of municipal administrations, as well as the policies on Local Development approach with focus on Participatory Inclusive Local Development aspects.
