UNDP-MAT-MINFIN Joint Mission Analyzes Local Municipal Revenue, Intra Municipal Management and Control Systems in Bié Province

Luanda, 25 April 2009 - UNDP-Angola, jointly with the Ministries of Territorial Affairs (MAT) and of Finance (MINFIN), analyzed the circuit, flow and programming of the local municipal revenue in Bié province, on April 23 rd.

 

The joint mission also assessed the systems relating to Accounting, Public Finance, Assets, Human Resources and Infrastructure Management projects, as a first step towards the implementation of Local Governance and Decentralization Project.

The assessment focused on four municipalities, namely, Kuito, Andulo, Camacupa and Chinguar, to obtain the overview of these pilot municipalities for a primary test of Intra Municipal Management and Control Tools, as well as for data collection within the framework of the study on Local Municipal Revenue, as recommended by the National Fiscal Institute.

The joint mission noted the need to strengthen the tools for accounting, finance, control and management in the aforementioned municipal districts, as well as to build the capacity of local administrations in terms of municipal revenue programming.

It should be recalled that the Angola Government Strategy on Decentralization establishes the strengthening of local administrations as one of the priorities. In the light of Law Decree Nº 2/07 of January 3, municipalities have been defined as budgetary units, with the prerogative to plan and manage allocated resources for local development.

UNDP, in partnership with MAT started to train 15 Municipal Administrations in the mid of 2008.
