UNDP & Partners Round Table on “Support to Civic Education Project II”

Luanda, 7 April 2009 - UNDP-Angola held a round table meeting with partners, April 7, in Luanda, to launch the currently titled “Support to Civic Education Project II”, which is a follow on the “Support to Civic Education Project I (SCEP), launched in 2006 and is wrapping up in early 2009.

The project set up a 2.5 million USD trust fund which financed 22 civic education projects across the country implemented by Civil Society Organizations (CSOs). In the spring of 2008, the project was evaluated by an independent donor consultant mission, which concluded that SCEP meets an urgent and long-term educational and institutional capacity development need in Angola. In fall 2008, UNDP explored the feasibility of a follow-up civil society strengthening and civic education initiative, by consulting stakeholders of the GoA- Ministry of Planning, Angolan CSOs, and representatives of several donor agencies. There was a broad consensus that the participation of CSOs in the 2008 electoral campaign was constructive; and that means for constructive collaboration between Governmental institutions and the non-governmental sector should be explored.

The follow on project, currently titled “Support to Civic Education Project II”, expected to run for three years, has been developed to propose a continuation of civic education services to be provided by Angolan CSOs to Angolan populations via the UNDP developed Trust Fund; and to facilitate community-based data-collection initiatives that may contribute to evidence-based planning and project implementation efforts of municipal authorities.

The revised project is of significance as it enhances the local governance and decentralization efforts of UNDP, by enabling local administrations to address CSO-facilitated community-based assessment and planning exercises for socio-economic reconstruction.

The project will allow the space for Angolan CSOs to implement a menu of activities that address pressing civic education areas while the CSO practices new institutional capacity development skills which will be delivered to partners from UNDP.

Expected Outputs of the “Support to Civic Education Project II”:

  • Institutional capacity developed for improved evidence-based planning to address the needs of the poor and vulnerable (especially women) while strengthening community engagement.
  • Improved civic awareness and increased access to information to the community
  • Strengthening the internal organizational skills of CSOs.
