Early Warning System (EWS) was inaugurated by the Angola Prime Minister, a project co-funded by UNDP.

Lobito , 11 January 2008 - The launching of this project comes from an ongoing partnership between Angolan government through Ministry of Interior and UNDP, this collaboration is aligned with of NPC «National Civil Protection» Unity and UNDP in assistance to compose a ‘National Contingency Plan’.

DAS is the direct result of this cooperation, whereby a DCP« data collection platform» that is the receptor or the decoding system stationed in the Lobito, and 3 DSA station installed in three respective river, the station of Caiave located in «Catumbela River»; Carivo station «Coporolo River» and Station of Guvrire in Cavaco River, all in Benguela province

DSA is a flood alert system that reads the level of River overflow, drought and floods, these meteorological data permits the forecast of natural disaster. The awareness of these foreseen disasters helps the NPC to take action, thereby protecting civilian, other livestock and buildings from such calamities.

The total cost of this project was of $1,977.000, of which UNDP participated with 25% of the budget, the system was executed by all Angolan workforces.

The Angolan PM launch the First DCP «Decoding System» in the country, in Lobito on the 10 th of January and respectively the Disaster Alert System (DAS) station of Caiave, it was enormous event , the Angolan PM Mr. Fernando da Piedade ‘Nandó’ and other members of the Angola government such as: The Minister of Interior General Leal N’gongo, the Vice Minister of Territory Mr. Mota Liz, General Eugenio Laborinho the commander in charge of affair of National Civil Protection, the Governor of Benguela Mr. Dumilde Rangel accompanied by his Deputy, the UNDP representative Drª Gita Welch and the Traditional Authority, the event had also a grand mobilization of citizen of the surrounding areas of Caiave district.

The PM gave a brief discourse about the importance of the DSA and DCP system focusing in the usefulness in the prevention of crisis, and its positive impact in the development of population, for example preventive measures to save life’s and/or other damages.

The Angola PM, Mr. Fernando da Piedade, Express is gratitude to the UNDP as a key partner in the development for the role it played in the assessment of natural disaster. UNDP provided a twofold assistance for the Ministry of Interior with the Finance support of EWS project ‘equipment acquisition’ and technical expertise with the ‘contingency plan’ . He said also that its Government will continuo in its Endeavour of crisis management and disaster prevention.
