The UN’s Global Development Network

UNDP is the UN's global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We work in 166 countries through a network of 135 country offices worldwide, working with them on their own solutions to global and national development challenges. UNDP does not represent any one approach to development; rather, our commitment is to assist partner governments in finding their own approaches, according to their own unique national circumstances.

UNDP advocates for the Millennium Development Goals (MDGs), the concept of human development and the need to empower women. Its series of global, regional and country-focused Human Development Reports are a powerful advocacy tool with a focus on people-centered, inclusive, equitable and sustainable growth.

Under the overarching goal of poverty eradication UNDP focuses on five inter-connected thematic areas: poverty reduction, democratic governance, crisis prevention and recovery, energy and environment, and HIV/AIDS.

Why UNDP works in the country

Angola experienced rapid and prolonged economic growth during the last six years. During this period, the country steadily invested in rebuilding its national infrastructure and in launching socio-economic reforms, which are expected to have great impact on the living conditions of the population. However, given the current composition of GDP, the economic perspectives for Angola in 2009 are uncertain. In such circumstance, Angola must double its efforts to grapple with the challenges of economic diversification , with empahasis on agriculture and light manufacturing sector.

This is a country in desperate need to improve its public management systems and basic service delivery at all levels and expand its ability to curb corruption and increase accountability;to promote inclusive and democratic governance processes;to create employment;to promote the rule of law, human rights and sustainable human development.

Within this context, UNDP Angola needs to improve its effectiveness and position itself as a valued, trusted and reliable provider of upstream quality policy advisory services and technical assistance, in strong partnership with the government, civil society, key donors and the private sector. Additionally, in line with its mandate, UNDP will better support the coordination and enhancement of the efficiency of the UN system as well as its effectiveness towards more integration and harmonization with UN sister agencies.

Vision

The UNDP Angola Country Office's vision is to support Angola in its achievement of the Millennium Development Goals (MDGs) by enhancing national capacity for pro-poor growth and accountable governance

In implementing our vision and mandate, we connect local and global knowledge and experience, and we will broker resources to help the poor people of Angola build a better life, through capacity development, knowledge sharing, forging partnerships and advocacy and policy dialogue.

Priorities

UNDP has aligned its programme cycle with the Government planning cycle within the United Nations Development Assistance Framework (UNDAF).

The UNDAF (2009-2013) is built around six priorities of the Government’s Five-Year Medium-Term Development Plan:

  • Promote unity and national cohesion, consolidation of democracy and national institutions
  • Guarantee a sound and sustainable economic development, with macroeconomic stability, transformation and diversification of economic structures
  • Promote human development and social well being
  • Stimulate private sector development and support national entrepreneurship
  • Promote an equitable development of the national territory
  • Promote competitiveness for the insertion of the country into the international trade context

The Country Programme Action Plan (CPAP) [2009-2013]

The CPAP outlines seven outcomes which are aligned and followed into UNDAF outcomes 1* and 4*

Governance: i) State bodies institutional capacity strengthened at national and local level for efficient, accountable and inclusive governance and effective service delivery; ii) Increased national cohesion and deepened democratization through citizen participation and promotion of culture of democratic governance based on human rights and inclusiveness.

Poverty Reduction and MDGs: iii)National capacity for planning, implementing and monitoring enhanced towards MDG achievement and promotion of human development; iv) Enabling business environment to promote pro-poor private sector development towards economic growth more inclusive of the poor and vulnerable; v) National response to the HIV/AIDS and other priority diseases mainstreamed and implemented at national and local level.

Environment and Sustainable Development: vi) S trengthened national capacities to mainstream environmental protection into national development plans and programmes through a pro-poor growth perspective.

Crisis Prevention and Recovery: vii) National capacity enhanced to manage threats posed by natural disaster, landmines and small arms, light weapons & armed violence (SALW/AV).

Hence, the current CPAP is anchored in the UNDAF [2009-2013], underpinned by the national vision of promoting sustainable human and economic development and strengthening national cohesion and democracy.

4* Strengthened pro-poor economic growth and accountable macroeconomic management and integrated rural development, natural resources and energy management to promote environmental protection and adaptation to climate change.
