Legal Authority and Management

UNDP presence was officially requested by the Government of Angola in 1977, and the Standard Basic Assistance Agreement, outlines the terms of the partnership, project and programme execution, and the services and assistance that UNDP can provide. The Agreement serves as a legal document for UNDP presence in the country, and was signed by the then Minister of Foreign Affairs and UNDP Resident Representative on 18 February 1977.

At present, Ms. Maria do Valle Ribeiro, is the UNDP Resident Representative and also the Resident Coordinator of the UN System's Operational Activities for Development in Angola. She is assisted by Mr. Samuel Chibuzor Harbor as Country Director.

UNDP's priority areas of intervention for the programming cycle 2009-2013 are described in the Draft Country Programme Document (CPD). The majority of projects being implemented in support to the national recovery and development efforts are implemented under the National Implimentation (NIM), Direct Execution (DEX), NGO Execution and Agency Execution modalities, taking maximum advantage of the Angolan expertise and human resources required for recovery and development initiatives.

Management Service

UNDP Angola's role as the Administrative Agent includes receiving funds from donors and efficiently dispersing them to the organizations implementing the activity. A number of donors, UN agencies, and independent evaluators have recognized UNDP Angola's efforts as the Administrative Agent as an added value for effective coordination response.

Results Based Management

Harmonized and integrated programming at the country level is carried out by the UN System in partnership with the Government and other key development partners. UNDP applies accepted international standards for the management of projects and programmes to produce development results.
 
UNDP uses projects to produce outputs in order to contribute to results approved in Country Programmes, Regional Programmes and the Global Programme to operationalize UNDP’s vision, directions and strategies.

UNDP Angola programme and project staff has received training on Results Based Management (RBM), based on the UNDP User Guide and the internationally recognized Prince2 standard. In this context, large, ongoing projects and all new projects will follow RBM, and entails building strong management competencies, clear assignment of responsibilities and independent monitoring and oversight to improve the effectiveness of our development projects in Angola.

Who are the decision-makers (both on the UNDP side, and amongst our partners)

The Resident Coordinator heads the UN System in Angola and is the Resident Representative for UNDP in Angola. UNDP has appointed a Country Director who is responsible for the day-to-day work of UNDP Angola. Our Country Director, Mr. Samuel Chibuzor Harbor, is assisted by two Deputies, one for Programme, Mr. Olaf Juergensen, and one for Operations, Ms. Betty Pamella Wabunoha.

UNDP in Angola works closely with the Government of Angola through its designated Minister of Planning. All activities falling within the Country Programme Action Plan are nationally owned. Implementation of the programme activities are being carried out by Implementing Partners, i.e. Government Ministries, Government Institutions, Provincial Authorities, Civil Society Organisation, NGOs, and UN agencies including UNDP as appropriate, under the overall oversight by the ministry of Planning.
